The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City may by ordi-nance declare and determine upon the basis of engineering and traffic investi-gation that certain speed regulations shall be applicable upon speci-fied streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so de-clared when signs are in place giving notice thereof, but no City ordi-nance shall regulate the speed of vehicles upon controlled access highways of the State.
The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.
A. No person other than the operator of an emergency vehicle on an emergency run shall operate a vehicle in the City at a rate of speed in excess of twenty-five (25) miles per hour except on those streets or portions thereof, as designated by the Board of Aldermen from time to time, which have been posted as streets or portions of streets on which a higher speed is permitted, and which are listed in Schedule I, Speed Limits.
B. Fifteen (15) miles per hour speed zones may only be placed on any County, State or Federal marked or maintained highways where approval has been granted by the proper officials of the County Highway Department or State Highway Department.
C. Except when due to a condition of the vehicle which was not reasonably foreseeable when entering upon the street, alley or highway, and while removing such vehicle off the street or highway in the shortest reasonable time and distance, or when reasonably necessary under the conditions existing at the time and place, no person shall drive a vehicle at a rate of speed so slow as to impede, block or endanger the normal, usual and reasonable movement of other traffic in the street, alley or highway.
D. The driver of every vehicle shall, consistent with the requirements of this Section, drive at an appropriate reduced speed when approaching and crossing an intersection, when approaching and going around a curve or right angle turn, when approaching a hillcrest, when traveling upon any narrow or winding roadway and when special hazards exist with respect to pedestrians or other traffic or by reason of weather or highway and street conditions; infractions thereof shall come under the heading of dangerous and reckless driving.
