The meeting was called to order at 7:30 p.m. A

Alderperson
Schiller made a motion to accept the Minutes.
Alderperson Shea seconded the motion.
A voice vote was taken with an affirmative result and the motion was
declared passed.
A motion was made by Alderperson Shea and seconded by Alderperson Schultz to amend the agenda allowing a Resolution for a Moratorium and Bill No. 333. A voice vote was taken with an affirmative result and the motion was declared passed.
REMARKS, PETITIONS AND COMPLAINTS:
Mr. Stan Domijan of 2317 Sterling Pointe Dr. mentioned the short light problem at Clarkson and Kehrs Mill Roads.

Police Report: Captain
Schicker handed out the Police Summary for June 2006.

Report:
The total amount collected for traffic fines and court costs for the
month of June
2006 was $16,121.00.
Dunhill: Mayor Douglass explained that Dunhill Trustees requested that he and the building commissioner drive through Dunhill subdivision to identify nuisance complaints.

Above
Ground Swim Pool:
Alderperson Meyer reported that he heard there was an above ground
swimming pool in the Kehrswood Subdivision.
Mayor Douglass reported that a letter was mailed and the swim pool was
removed.
Berm
Maintenance:
Alderperson Schultz informed those present that the Forest Hills Trustees
contracted to have the berm trimmed this week for a cost of $900.
Golf
Carts: Through
discussion initiated by Alderperson Schultz, it was decided that a Bill would be
introduced at the August meeting prohibiting underage driving of golf carts and
other provisos.

Report

Attorney, Patrick Butler, said it was a quiet month.

BILL
NO. 0330 - AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE CITY OF CLARKSON
VALLEY, MISSOURI FOR THE FISCAL YEAR BEGINNING JULY 1, 2006 AND APPROPRIATING
FUNDS PURSUANT THERETO.
Alderperson Shea made a motion to consider and pass Bill No. 0330. Alderperson Meyer seconded the motion. Mayor Douglass read Bill No. 0330 the first time. There was no discussion. Mayor Douglass read Bill No. 0330 the second time. A roll call vote was taken with the following result: Yeas: Meyer, Mixson, Schiller, Shea, Shultz and Sittser. Whereby Mayor Douglass declared Bill No. 0330 as having passed and is now Ordinance No. 06-10. A copy of the Budget is attached.

BILL
NO. 0331 - AN ORDINANCE TO DELETE TWO DEFINITIONS (MINI MOTORCYCLE AND
MOTORIZED PLAY VEHICLE) FROM SECTION 300.020 AND ADD A NEW DEFINITION OF MOTORIZED
PLAY VEHICLE.
Alderperson
Schultz made a motion to consider and pass Bill No. 0331.
Alderperson Sittser seconded the motion.
Mayor Douglass read Bill No. 0331 the first time.
He explained that the ordinance rescinded by a motion requires the
passing of an ordinance to repeal it. Mayor
Douglass read Bill No. 0331 the second time.
A roll call vote was taken with the following result: Yeas: Mixson,
Schiller, Shultz and Sittser. Nays:
Meyer and Shea. Whereby Mayor Douglass declared Bill No. 0331 as having
passed and is now Ordinance No. 06-11.
BILL
NO. 0332 - AN ORDINANCE DELETING SECTION 355.100: LEAVING VEHICLE OVER
TWENTY-FOUR HOURS PROHIBITED AND ADDING A NEW SECTION 355.100: LEAVING VEHICLE
OVER TWENTY-FOUR HOURS PROHIBITED, PARAGRAPH B: HARD SURFACE REQUIRED FOR
PARKING.
Mayor
Douglass explained the Alderpersons' packets contained two versions of Bill No.
0332. Alderperson Mixson made a
motion to consider and pass the version of Bill No. 0332 sans storage clause
(paragraph C). Alderperson Sittser seconded the motion.
Mayor Douglass read Bill No. 0332 the first time.
Discussion ensued. Alderperson
Schiller made a motion to table Bill No. 0332, seconded by Alderperson Sittser. A voice vote was taken with a unanimous
affirmative result and the motion to table Bill No. 0332 was declared passed.
Alderperson Mixson withdrew his motion to discuss and pass Bill No.
0332. Alderperson Sittser withdrew
his second. Whereby Mayor Douglass declared Bill No. 0332 tabled.
Application
for a Special Event:
Alderperson Schultz made a motion to approve the special event
application to hold a Fourth of July Parade Along Forest Club Drive.
Alderperson Schiller seconded the motion.
A voice vote was taken with a unanimous affirmative result and the
motion was declared passed.
A
RESOLUTION IMPLEMENTING A MORATORIUM ON THE ACCEPTANCE AND PROCESSING OF
APPLICATIONS FOR SUBDIVISIONS OF LAND PURSUANT TO SECTION 410.030 CONCERNING THE
LAND SUBDIVISION PERMIT FEE AND IMPROVEMENT INSPECTION.
Alderperson
Shea made a motion to consider and pass the Resolution.
Alderperson Meyer seconded the motion.
Mayor Douglass read the Resolution the first time.
City Attorney, Patrick Butler, stated that state laws prohibit line-item
deletions explaining why the Section is being deleted in its entirety.
He said the City would hold a public hearing with Planning and Zoning,
whose recommendation would then go to the Board of Aldermen for its approval.
Mayor Douglass read the Resolution the second time.
A roll call vote was taken with the following result:
Yeas: Meyer, Mixson,
Schiller, Shea, Shultz and Sittser. Whereby
Mayor Douglass declared the Resolution as having passed and is now Resolution
No. 06-03.

NO. 0333 - AN ORDINANCE TO DELETE SECTION 410.030.4.i. IN ITS ENTIRETY.

Shea made a motion to discuss and pass Bill No. 0333.
Alderperson Meyer seconded the motion.

Douglass read Bill No. 0333 the second time.
A roll call vote was taken with the following result:

Schiller, Shea, Shultz and Sittser. Whereby
Mayor Douglass declared Bill No. 0333 as having passed and is now Ordinance No.
06-12.
Audit:
The preliminary audit was presented to have invoices in the amount of
$81,428.99. A poll of the Board
would be taken July 3 for permission to pay invoices.
