Traffic Court Information

The Clarkson Valley Municipal Division is responsible for processing all municipal traffic violations and municipal ordinance violations. The court is presided over by the Honorable April Porter.  The Prosecuting Attorney is Chris Graville.

A full time Court Clerk processes all summons, court dockets and receives the payment of all fines. Court is held the third Wednesday of the month.  Scroll below to learn Your Rights in Court and for the 2018 court dates.

The following is a schedule of fines that in most cases may be paid by mail. The mailing and physical address is City of Clarkson Valley, Municipal Division, 15933 Clayton Rd., Suite 105, Ballwin, MO 63011. Make checks payable to: City of Clarkson Valley. Online payment is available, however there is a service fee of approximately 5.5%.  Go to https://www.ipaycourt.com.  You will be required to input your ticket number.  If you do not have that available, call 636-227-8607 and ask for the court clerk.

If paying in person, the address is 15933 Clayton Road.  Directions from Manchester Road, go north on Clarkson Road and make a left turn on Clayton Road. Turn right at the first electric signal at Ozark Trail which will lead you behind the Mercy Medical Office Building.  Proceed around that building to the Clarkson Executive Center (formerly known as the Fru-Con Center).  Clarkson Valley City Hall is on the first floor in Suite 105.  City Hall office hours are Monday through Friday, 9:00 a.m. until 4:30 p.m.

If coming from Highway 40, take Clarkson south past Kehrs Mill Road.  Right before Clayton Road, take a right into the Clarkson Executive Center (formerly known as the Fru-Con Building)/Mercy Doctors Building driveway.

TRAFFIC VIOLATION BUREAU: SCHEDULE OF FINES AND COSTS

(Effective date of Schedule of Fines and Costs – June 1, 2015)

It is hereby ordered that the following schedule of fines for violations of the traffic ordinances of the City of Clarkson Valley be prominently posted where the fines are to be paid. This schedule applies to cases disposed of ONLY through the Traffic Violations Bureau.

In all of the cases listed below (with the exception of seat belt and no motorcycle helmet violations), the court costs shall be $12.00, plus $7.50 for Compensation to Victims of Crime (CVC) and shall be collected in addition to the fines set out below. For all violations there is an additional $3.00charged for Police Training Fund (PTF).

The stated fines reflect the amount of the fine if paid before the Court date at the Traffic Violation Bureau.  In Court, the Judge can assess a fine from $1.00 to $1000.00 and/or one (1) to ninety (90) days in jail per violation.

This schedule is divided into four parts.  Part I. consists of the St. Louis County Municipal Court Uniform Traffic Violation Schedule, for moving violations (points).  Part II. consists of the St. Louis County Municipal Court Uniform Traffic Violation Schedule for non-moving violations.  Part III. consists of the City of Clarkson Valley Violation Schedule for moving and non-moving violations which are not part of the Uniform Traffic Violation Schedule.  Part IV. consists of ordinance violations which can be paid out of court as imposed by the City of Clarkson Valley.

Your Rights in the City of Clarkson Valley Municipal Division

  1. You have the right to be advised of the charges against you.
  2. You have a right to be informed of the penalties which can range from a fine of $1.00 to $1,000 and/or up to 90 days in the County jail.
  3. You have a right to retain an attorney of your own choosing, and, if you need a continuance for that purpose, it will be granted to you upon request.  If you cannot afford an attorney, you have the right to petition the Court for an indigency hearing, and, upon a finding of indigency, an attorney will be appointed for you.
  4. You have the right to call witnesses on your behalf in the event of a trial.
  5. You are entitled to cross examine the witnesses who might testify in the case against you.
  6. You have a right to testify on your own behalf or stand mute, and, there will be no significance attached to either choice that you might make.
  7. You are presumed innocent until proven guilty, and, it is not your job to disprove your guilt, but rather, the job of the Prosecutor for the City, through witnesses, to prove your guilt.
  8. If you are dissatisfied with any decision rendered by the Court, you have 10 days from your appearance in Court, to secure the appropriate appeal forms from the Clerk of this Division, and you may then process your own appeal to the St. Louis County 21st Circuit Court in Clayton, where, at a different time, and before a different Judge, you will be given an entirely new trial.

When your case is called, please step forward.  Your charges will be read to you.  You have the choice of pleading guilty or not guilty.  If you plead guilty, the fine or punishment will be assessed.  If you plead not guilty, as is your right, it will be necessary to continue your case one month so subpoenas can be issued to the arresting officer or other witnesses in your case.

If you plead guilty, or are found guilty, the Clerk of this Division is bound to certify that finding to the Driver’s License Department of this State of Missouri, or the home state where you are licensed, for their independent assessment of points against your driving record.

Court costs in every case are $22.50 in addition to the fine imposed.
