A Personal Property Tax Waiver is required by the Department of Revenue in order to obtain Missouri State License Plates for a first time automobile owner or a resident who has recently moved to this area. Waivers may be obtained from the St. Louis County Department of Revenue, Collector's Office, 314-615-4621, located in Clayton or the West Satellite Center at 74 Clarkson Wilson Centre, 314-615-0900.
