A Handbook containing the information on our Web site is distributed to all new residents This information will help you settle into your new home and community more easily. If you have any question, please call City Hall at 636-227-8607. City Hall is located on the first floor of the Fru-Con Center, Suite 105, located at the intersection of Clarkson and Clayton Roads.
Clarkson Valley is a Fourth Class City, governed by a Mayor and a Board of Aldermen. The Mayor is elected at large and serves a four-year term. Clarkson Valley consists of three wards, represented by two Aldermen from each ward. Aldermen are elected from their respective wards, and they serve two-year terms. The Board of Aldermen meets the first Tuesday of each month at 7:30 p.m. on the third floor of the Fru-Con Center.
The City employs a City Clerk and a Court Clerk; other services are either contracted out or handled by citizen volunteers. Other important boards include the Board of Adjustment and the Planning and Zoning Board. Officials serving on these two boards are appointed by the Mayor with the approval of the Board of Aldermen.
Clarkson Valley is a relatively small city with a population of about 2675 residents. The City is comprised of thirteen subdivisions; Crestview Middle School; Marquette High School; Forest Hills Country Club; Fru-Con Center; Alizadeh Orthodontics Building; First Church of Christian Scientist; and Ellisville United Methodist Church. Each subdivision has its own set of indentures, which is the set of rules concerning landscaping, fencing, annual assessments, etc. The City enforces its zoning ordinances, such as lot size and setback requirements, but each subdivision's Board of Trustees handles the administration of its Indentures. Each subdivision owns and maintains its own roads, sidewalks, and retention ponds.
The philosophy of Clarkson Valley has always been "Less government is good government." The basic objectives of the City are protection of individual safety; property; property values; and the environment. This translates into police protection for individuals and property, zoning ordinances, and residential trash collection. Currently, the City contracts with St. Louis County for police protection and with Meridian for trash collection.
The City of Clarkson Valley has an annual budget of about $988,373. The City is a "pool city", which means that it shares in the sales tax collected from all of the pool cities in St. Louis County. Sales tax provides about one-third of the City's income. Some other sources of income are traffic fines; real estate and personal property taxes; gasoline; and franchise/utility/cable fees. The current real estate tax rate is 10.3 cents per $100 of assessed valuation--assessment made by St. Louis County, Assessor's Office.
