Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), February 5, 2019.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Meyer made a motion to accept the Minutes from the January 8th meeting.  Alderperson Schultz, seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed. 

REMARKS, PETITIONS AND COMPLAINTS

There were no remarks, petitions or complaints.

REPORTS

Chesterfield Police Report 

Captain Thompson gave the January Police Report.  He reminded everyone that on February 27th, Chesterfield Police will host an Opioid Summit from 6:30 – 10:00 p.m. at the Chesterfield Council Chambers.  He said the residents of Clarkson Valley are invited. 

Mayor Douglass thanked Captain Thompson for all the work and effort he put into the Emergency Preparedness policy update.

He then spoke of Captain Ed Nestor, who was instrumental in laying the groundwork for the Chesterfield Police contract with our city.  He said it was with a heavy heart that he report Captain Nestor passed away last week after a year-long illness. 

Mayor’s Report

Court Report:  The total amount collected for traffic fines and court costs for the month of January 2019 was $10,056.50.

Radar Speed Sign – Trowbridge Road:  Mayor Douglass reported the speed monitors are working and we have not heard anything further from the Westhampton resident John Miller, who is unhappy with the placement of the radar speed sign.  Mayor Douglass said he tried to get in touch with the trustee to ensure they are happy with the signs but the trustee doesn’t have voicemail. 

Web Site:  Mayor Douglass asked the Alderpersons to go to our Web site to see what they think of the “Code” section and to see if they have any suggestions.  He said he’s having trouble when asking the code section to “hit” on a word or phrase – particularly “Planning & Zoning”.  He also asked the City Clerk to place the information on the Opioid Summit within the calendar.  Lastly, Mayor Douglass asked about the Clarkson Valley Living Magazine issues that are currently posted on the front page of the Web site.  The alderpersons agreed it would be alright to eventually remove them and they liked the idea of replacing that information with newly written Mayor’s Corner articles. 

Alderperson Schiller asked if notes/notices can be placed on the front page of the Web site?  Mayor Douglass stated we would be holding a meeting with Brandon Miller of The Miller Group and we will pose that question at that time.

Tennis Court Application:  Mayor Douglass said the city just received the landscape plans for the proposal, which was one of the last elements necessary in order for Forest Hills Country Club’s request to be heard.  He said since this is outside of the code, it will go to Planning & Zoning first and then to the Alderpersons.  This should come to the Board at the April meeting further explaining the request had to go through that process to receive a Special Use Permit because the proposed fence height and fence material are against the code. 

Better Together:  Mayor Douglass reported there was a meeting held Monday hosted by the Municipal League of Metro St. Louis and two more meetings will take place Wednesday evening at the Lodge of Des Peres at 5:30 and 6:15.  This regards the do’s and don’t’s for collecting signatures on the petition to the Board of Freeholders. 

Resident’s Suggestion for Potential Use of Prop P Money:  Mayor Douglass explained that he spoke with Captain Thompson about the possibility of hiring an additional SRO trained to work with 3, 4, and 5 year-olds that have various disabilities in order to head-off anger and frustration that tend to come in later years.  This SRO would then be assigned to the city’s two early childhood development centers.  Unfortunately, Captain Thompson doesn’t see that as a possibility, but Mayor Douglass and the Board Members all thanked our resident, Joy Coulis.  Alderperson Schiller said it is so nice to have residents so public-minded; thinking of the city along with its needs.

Accounting for Prop P Money:  Mayor Douglass asked everyone to look at the back of their books for the proposed Revenue/Expense Report.  He explained the yellow highlighted portions on both the revenue line and the expense line indicates Public Safety funds.  He said he spoke with the auditor who is on-board with this way of accounting and said it would satisfy the ability to properly trace Prop P money.  Alderperson Meyer said he would like, once again, to go on record for stating he is against using the Prop P money for anything other than police.  Alderperson Setnicka asked if we could place street signs (not just radar signs) under the new heading of Public Safety and it was agreed we could. 

Alderpersons’ Reports 

Envision Chesterfield:  Alderperson Setnicka thanked resident, Joy Coulis, for mentioning  the kick-off meeting that took place at Chesterfield city hall on January 29th.  This committee is designed to plan the future of the community and to help strengthen the economic prosperity of the region.  The next meeting, “Planapalooza” will take place March 28th.  None of the board members were able to make the January meeting.

Radar Speed Monitoring Signs:  Alderperson Midyett reported the electronic speed limit signs are working well.

Deer Harvest Report:  Alderperson Meyer reported the hunting season is over and there was a total of 40 deer harvested this 2018-2019 hunting season.  

A Plethora of Signs at Subdivision Entrances:  Alderperson Meyer mentioned a call he received from a realtor complaining about other realtors skirting the code by placing multiple “For Sale” signs at the subdivision entrances.  Alderperson McNamara said she also received a call on the same subject, from a different resident.  They asked the city clerk to contact the realtors to convey the signage rules.  Mayor Douglass told the Board Members he would like them to think about our signage ordinance to see if they think it needs to be updated. 

Ruts on Front Lawn Common Ground along Kehrs Mill Road:  Alderperson Meyer mentioned truck tire tracks digging up front lawns along Kehrs Mill Road and asked what can be done about that.  Mayor Douglass said Kehrs Mill Road is a county road and he would call the county. 

Drug Take Back Date Set:  Alderperson Meyer thanked Captain Thompson for hosting the Opioid Summit and asked if they would also be holding another drug take back at city hall, to which Captain Thompson said they would and noted the date.

City Attorney’s Report

UNFINISHED BUSINESS

There was no unfinished business.

NEW BUSINESS 

BILL NO. 0479 – AN ORDINANCE AMENDING SECTION 125.270 OF THE CLARKSON VALLEY MUNICIPAL CODE REGARDING COURT COSTS TO INCLUDE STATEWIDE COURT AUTOMATION FUND SURCHARGE. 

A motion was made by Alderperson Midyett to discuss and pass Bill No. 0479.  Alderperson Setnicka seconded the motion.  Mayor Douglass read Bill No. 0479 for the first time.  Mayor Douglass explained how and when the city will go live with the state.  He said he spoke with Judge Porter, who said we will not begin collecting these fees until she agrees the state has everything in place.  There was further discussion regarding these charges and Patrick Butler was able to explain the reason for collecting them and turning them over to the state.  Mayor Douglass read Bill No. 0479 the second time.  A roll call vote was taken, with the following results.  Ayes:  McNamara, Meyer, Midyett, Schiller, Schultz and Setnicka.  There were no Nays.  Whereby, Mayor Douglass declared Bill No. 0479 as having passed and is now Ordinance No. 19-02.

Audit:  Alderperson Meyer made a motion to approve payment of invoices in the amount of $75,192.80, seconded by Alderperson Setnicka.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed.

Alderperson Meyer made a motion to adjourn, seconded by Alderperson Midyett.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The meeting adjourned at 8:35 p.m.
