MINUTES
Planning and Zoning Commission
January 4, 2024
The Clarkson Valley Planning and Zoning Commission, pursuant to notices published in the West Newsmagazine on Wednesday, December 13th met in person and virtually on Thursday, January 5, 2024, at 7:00 p.m., to consider one agenda item and to make a recommendation to the Board of Aldermen.
Planning and Zoning Commission Members present:
Steve Howard, Chairperson, In Person
Honora Schiller, Alderman, Ward 2, Virtually
David Grable, In Person
Karl Hussey, Virtually
Joe Mayberger, Virtually
Commission Member Jack Hauser, because we had a quorum, did not attend. The City Attorney, Patrick Butler, was present virtually to facilitate the discussion and answer all questions. The City Administrator / City Clerk, Michele McMahon, was there in person to take the Minutes. Mayor Sue McNamara attended in person, and Gregg Bogosian, Alderman, Ward 3 also attended, virtually.
The City Clerk called roll and the Chairman, Steve Howard, opened the meeting.
City Attorney, Patrick Butler, provided background on the city’s efforts to update its entire city code book, including the planning and zoning chapter, to account for changes in State statutes and incorporate recommendations from Mayor McNamara’s review along with the prior Mayor, Scott Douglass, Alderman Schiller, Marge Perry with the General Code Company, and the City Administrator. He went on to say this Hearing tonight was also an opportunity for not only the Planning and Zoning Commission Members to offer comments and or concerns, but for the public to provide feedback and ask questions.
Commission Member, Karl Hussey, asked if in addition to State Statutes and Federal Statute changes, did we also adhere to changes made by St. Louis County. Mr. Butler said with respect to the Code, our code stands alone from that of St. Louis County. Alderman Bogosian asked the City Attorney if there was anything else he would like to bring up at this meeting and he said there was not.
The last question asked was if we received any questions or comments from any residents, to which the City Administrator responded that we did not, and the ad ran in the West Newsmagazine on two dates: one for the December meeting where no one showed up, and this one in January for tonight’s meeting.
There were no more questions and the Chairman called for a roll call vote. A roll call vote was taken with the following results: Ayes: Grable, Howard, Hussey, Mayberger, and Schiller. There were no Nays. Chairman Howard declared an affirmative recommendation would go forward to the Board of Aldermen.
The Commission Members were thanked for giving up their night and attending. He invited everyone to consider attending the January 9th Aldermanic Meeting.
Chairman Howard asked for a motion to close this Hearing, made by Alderman Schiller, and seconded by Mr. Hussey. A voice vote was taken with an affirmative result. The meeting was adjourned at 7:15 p.m.
Respectfully submitted,
Michele McMahon
