MINUTES

Planning and Zoning Commission

June 29, 2023

The Clarkson Valley Planning and Zoning Commission, pursuant to notices published in the West News magazine on Wednesday, June 7th and June 21st, the bulletin board, the City’s website and letters mailed to residents living within 500′ of the proposal on June 12th met in person on Thursday, June 29, 2023, to consider two agenda items and to make a recommendation to the Board of Aldermen.

Planning and Zoning Commission Members present:

Steve Howard, Chairperson

Honora Schiller, Alderperson, Ward 2

Jack Hauser

Joe Mayberger

John Orbe

Commission Member Lee Reid attended but was not a voting member and Member Karl Hussey did not attend this meeting. The City Clerk, Michele McMahon, took Minutes.

The Chairman opened the meeting, introduced the Commission Members, and asked the representative of the petitioner if he had objections to any of the Members of the Planning and Zoning Commission, to which he responded he did not.

The Chairman explained that we are proceeding with the application received and are present tonight to ask this Board to consider if circumstances exist to recommend approval of a building-mounted sign according to the Special Use provisions at Section 405.120 of the Clarkson Valley Land Use Ordinance.

The Chairman then gave the floor to Joe Stewart, who was representing the Masonic Center of St. Louis.  He thanked the Board for holding this meeting and stated their request.  There were two questions from the Board Members.  One asked the total size of the sign, to which Mr. Stewart said it was 4’ by 8’.  Another Member asked how the sign was to be lit, to which Mr. Stewart said they were locating the sign in an area under the current lighting.  No additional lights will be installed.

The Chairman called for proponents or opponents and upon hearing none, called for the vote.

Chairman Howard made a motion to make an affirmative recommendation to the Board of Aldermen to consider the change to the Zoning Code to allow the building-mounted sign, seconded by Commission Member John Orbe.  A roll call vote was taken with the following results:  Ayes:  Hauser, Howard, Mayberger, Orbe, and Schiller.  There were no Nays.  Chairman Howard declared an affirmative recommendation would go forward and stated the time and date of the Public Hearing to take place at the next Aldermanic Meeting, July 11 at 7:00 p.m. (meeting begins at 6:30).

The Chairman read the second Agenda item which was to add language to Section 405.080 “A” Semi-Rural District Regulations regarding Farms; stating “located on tracts of land comprising 3 or more acres” with the explanation that several months ago, the City clarified language in our code regarding raising chickens on your property and one of the housekeeping items was contained in

the zoning code with a definition of Farms. Since the Public Health, Safety & Welfare portion of the Code contained in Animals & Fowls has language stating 3-acres or more, we thought it would be important to add language stating 3-acres or more to the Definition of Farms. Because that is in the zoning code, it must be heard first by the P&Z Commission.

The Chairman called for opponents or proponents and upon hearing none Chairman Howard made a motion to make an affirmative recommendation to the Board of Aldermen to consider the change to the Zoning Code to the Definition contained in Section 405.080 to include the added language, seconded by Commission Member John Orbe.  A roll call vote was taken with the following results:  Ayes:  Hauser, Howard, Mayberger, Orbe, and Schiller.  There were no Nays.  Chairman Howard declared an affirmative recommendation would go forward.

The Commission Members were thanked for giving up their night and attending and invited everyone to consider attending the July 11th Aldermanic Meeting.

Chairman Howard made a motion to close this Hearing, seconded by Mrs. Schiller.  The meeting adjourned at 5:37 p.m.

Respectfully submitted,

Michele McMahon
