The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schultz made a motion to accept the Minutes from the October 4th meeting. Alderperson King seconded the motion. A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.
REMARKS, PETITIONS AND COMPLAINTS
Mr. Bruce DeGroot introduced himself, saying he is running for the Republican State Representative seat. He currently serves as Council Member in the City of Chesterfield and is a lawyer, having attended St. Louis University and graduated in the same class as Patrick Butler.
REPORTS
St. Louis County Police Report: Officer Wehner reported on the October 2016 Activity in the City.
Mayor’s Report
Court Report: The total amount collected for traffic fines and court costs for the month of October 2016 was $6,234.50.
Meeting with Waste Management: Mayor Douglass reported that on October 4th, he and the City Clerk met with Waste Management to address some of the issues we are having with them – particularly billing problems for valet and yard waste service. He will meet again for further discussion.
Meeting with St. Louis County Police: Mayor Douglass reported he and the City Clerk met with St. Louis County Police coordinates Capt. Tim Cunningham, Lt. John Blake and Sgt. Jim Molden. It was a good meeting.
Alderpersons’ Reports
Drug Take-Back: Alderperson Meyer thanked the St. Louis County Police for manning the Drug Take-Back held Saturday, October 22. He also thanked Mayor Douglass and others for volunteering. They took back 126 lbs. of drugs that will now be properly discarded.
Deer Harvested: Alderperson Meyer reported there were 17 deer harvested in the first month and one-half of the bow hunting season.
Monetary Support for Officer Flamion and the Family of Officer Snyder: Alderperson Meyer asked Mayor Douglass and the City Attorney if the City could gift money to the survivors of Officer Snyder and wounded Ballwin Officer Flamion? Patrick Butler stated anything the City does is supporting the police with whom we contract, however, he would like to see what is possible. BackStoppers was also mentioned.
Street Repairs in Forest Hills Club Estates: Alderperson Schultz stated the road project is completed which went on all summer. He was proud to report he received phone calls from Trustees of other subdivisions complimenting his subdivision’s streets. The two entrances require road work which will mean lane closures on certain days. He concluded, saying the streets in Forest Hills will be in very good shape for the next few years.

BILL NO. 0463 – AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF CLARKSON VALLEY, MISSOURI, IN TITLE IV: LAND USE, CHAPTER 405: ZONING REGULATIONS, ARTICLE I. GENERAL PROVISIONS, SECTION 405.040 DEFINITIONS. BY ADDING A NEW DEFINITION OF DECORATIVE LANDSCAPE WALL AND AMENDING DEFINITION OF RETAINING WALL.
Alderperson King made a motion to discuss and pass Bill No. 0463. Alderperson Schultz seconded the motion. Mayor Douglass read Bill No. 0463 for the first time. He then read the definition. Discussion took place regarding the portion of the definition stating: the total developed maximum linear length shall not exceed twenty (20) feet of yard frontage. The issue regarded the circumference of mature trees and larger planted areas and if 20 feet was large enough. The City Attorney was asked if that wording was necessary and he said the verbiage could be removed from the sentence.
Alderperson King made a motion to remove the wording as mentioned, seconded by Alderperson Schultz. A roll call vote was taken, with the following results. Ayes: King, Meyer, Midyett, Schiller, Schultz and Setnicka. There were no nays. Whereby, Mayor Douglass declared the motion as having passed. Mayor Douglass read Bill No. 0463 a second time. A roll call vote was taken, with the following results. Ayes: King, Meyer, Midyett, Schiller, Schultz and Setnicka. There were no nays. Whereby, Mayor Douglass declared Bill No. 0463 as amended passed and is now Ordinance No. 16-11.
BILL NO. 0464 – AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF CLARKSON VALLEY, MISSOURI, IN TITLE V: BUILDING CODES AND REGULATIONS, BY ADDING A NEW DEFINITION OF DECORATIVE LANDSCAPE WALLS AND EXEMPTING CERTAIN PERMITS.
Alderperson Midyett made a motion to discuss and pass Bill No. 0464. Alderperson King seconded the motion. Mayor Douglass read Bill No. 0464 for the first time.
Alderperson King made a motion to remove the wording as mentioned, seconded by Alderperson Midyett. A roll call vote was taken, with the following results. Ayes: King, Meyer, Midyett, Schiller, Schultz and Setnicka. There were no nays. Whereby, Mayor Douglass declared the motion as having passed. Mayor Douglass read Bill No. 0464 a second time. A roll call vote was taken, with the following results. Ayes: King, Meyer, Midyett, Schiller, Schultz and Setnicka. There were no nays. Whereby, Mayor Douglass declared Bill No. 0464 as amended passed and is now Ordinance No. 16-12.
Audit: Alderperson Meyer made a motion to approve payment of invoices in the amount of $68,572.73, seconded by Alderperson King. A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed.
Alderperson Midyett made a motion to adjourn, seconded by Alderperson Meyer. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. The Meeting of the Board of Aldermen adjourned at 8:00 p.m.
