Mayor McNamara announced there would not be a Closed Meeting.
Mayor McNamara convened the meeting to discuss the authorization of payment to an attorney who represents employers and specializes in employment law. The attorney, John Marino, was recommended by Bob Nation, Chesterfield’s mayor. Patrick Butler confirmed his familiarity with Marino’s firm, McMahon Berger PC. The Mayor explained that Mr. Marino agreed to create a policy tailored to the City’s needs, and has capped his fees not to exceed $2,500.
Alderman Schiller stated that before going to an attorney for a drafted personnel policy, she would prefer that the Aldermen review the Committee’s suggestions, including details such as the recommended number of vacation weeks, etc. Mayor McNamara explained that the committee members had been provided with copies of personnel policies from other cities. They carefully examined these policies to identify what elements were essential for our own policy and which items could be omitted. Mayor McNamara further stated that the Committee did not make recommendations regarding holidays or vacation time, which is why she believes it is necessary to hire John Marino.
Alderman MacDonald asked Alderman Schiller if Mayor McNamara scanned the documents and sent them to her, would that suffice? Alderman Schiller confirmed that it would.
A motion was made to authorize the appointment of a firm to develop a draft for an employee policy. However, the motion was amended when it was discovered that there was no Engagement Letter from McMahon Berger. Alderman Schweig proposed a revised motion to authorize Mayor McNamara to request an Engagement Letter from John Marino and to include Bill No. 0553 on the agenda for December 3. This revised motion was seconded by Alderman Midyett. A voice vote was taken with three ayes and one nay, and the motion was declared as having passed.
Alderman Schiller made a motion to adjourn the Special Meeting of the Board of Aldermen, seconded by Alderman Midyett. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. The Meeting of the Board of Aldermen adjourned at 4:30 p.m.
