REMARKS, PETITIONS AND COMPLAINTS

Damon Coulis, a resident of Forest Hills Club Estates and a member of the Board of Adjustment had a few comments and questions regarding pickleball.  He wanted to make sure that while they were out of town on vacation, permission was granted to the country club to begin playing pickleball because they have indeed, begun playing.  The Mayor explained that after speaking with both our city attorney and our prosecuting attorney and further negotiations with the club’s attorney, we determined there is no ordinance violation.  Mr. Coulis stated two points: 1) during the Planning & Zoning meeting, there was no way to argue the points of the sound study, and 2) the most offensive part of living behind the courts is not necessarily the level of sound, but rather it’s the annoyance of the play.  He concluded by asking how one goes about making an official complaint for the noise, and Mayor Douglass said it was to the City.

Linda Griswold was on this virtual call to introduce herself as a part time employee of the City and gave a brief background.

REPORTS

Chesterfield Police Report

Lt. Connelly gave the July Police Report.

Mayor’s Report

Court Report:  Mayor Douglass said the amount received in July 2021 for court receipts was $5,183.95.  He reported we held our first in-person court handled by Chesterfield; and that going forward, our court nights will be at a different time but on the same date as Chesterfield’s court.

Revenue & Expense Report:  Mayor Douglass mentioned the Sanitation line item on the report and explained the difference in the Actual Amount and the Budgeted Amount of $3,600 was due to the fact that both Waste Management and Republic contracts are billing in arrears and we budgeted opposite.  Going forward, the monthly budgeted amounts will have the correct values attributed.

Alderpersons’ Reports

Gates Being Left Open at Marquette High School:  Alderperson Meyer asked if we could remind the staff at Marquette, the gates need to be kept closed when school is not in session in order to prevent people circumnavigating the electric signal at Clarkson and Kehrs Mill by cutting through the school property.  Mayor Douglass said he thought they understood that from previous conversations, but apparently not.  He will call them tomorrow.

City Attorney’s Report

The City Attorney had nothing to report and said all is good in the City.

UNFINISHED BUSINESS

There was no unfinished business.

NEW BUSINESS

Discuss Changes to Code to Treat all Businesses, Clubs and Residents Equally:  Mayor Douglass stated that Mr. Coulis pointed out some concerns to us regarding pickleball, and that is what we were looking into when we added this item to the Agenda: to be sure we were treating people in accordance with the ordinances.  Based upon interpretations from our legal people, we believe our ordinances are good.  At the same time, however, we are going to do some research on the number of ordinance violations there were this year for those neglecting to secure the necessary building permits and to ensure our ordinances are adequate regarding the penalties involved.

City Hall Copier:  Alderperson Midyett mentioned the spreadsheet in their packets and reported that he and Alderperson Blanner, along with the City Clerk, reviewed the various options for the City Hall copier.  The conclusion was the Canon Copier offered the best performance and economic advantage.  Mayor Douglass reminded the Board that $96 per month was added to the Budget to accommodate this new lease which will adequately cover the $73 lease fee.  Alderperson Midyett made a motion that we approve the lease agreement for the Canon Copier, seconded by Alderperson Blanner.  There were no questions.  A voice vote was taken with a unanimous affirmative result and the motion to approve the lease agreement with Americom Imaging Systems was declared passed.  Everyone thanked Alderpersons Midyett and Blanner for their work in this project.

Audit:  Alderperson Meyer made a motion to approve payment of invoices in the amount of $81,026.64, seconded by Alderperson Midyett.  The reason for the higher-than-normal amount was due to the annual MoPERM liability insurance invoice of $12,107.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed.

Alderperson Meyer made a motion to adjourn, seconded by Alderperson Blanner.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The meeting adjourned at 6:50 p.m.

Scott Douglass, Mayor

ATTEST:  Michele McMahon, City Clerk
