REPORTS
Chesterfield Police Report
Lt. Connelly gave the December Police Report. He updated us on the police who have suffered Covid-19 by either getting the virus or quarantined due to the virus; then mentioned that he and his family were affected by it this past month. He reported that it was a quiet month in Clarkson Valley during the month of December.
Mayor’s Report
COVID-19 Concerns: Mayor Douglass stated that he was thankful Lt. Connelly was onscreen and present at our virtual meeting tonight; it appears he is well. And he was equally happy to report the building commissioner and his wife both have their taste and smell back and they are both now doing well.
Court Report: Mayor Douglass said court is still not in session and there is no telling when it might be back in-person. The amount received in November 2020 for court receipts was $4,096.50.
Ordinances: Mayor Douglass reported that we continue to work on the Raised Vegetable Garden Beds and Protection Fences ordinance and said that Alderperson Schiller made a suggestion that he greatly appreciates. The Bill covering this was changed to reflect her suggestion regarding the hoop garden coverings.
Sanitation Contract: He said the sanitation contract will end June 30, 2021 and stated he is in the process of arranging a meeting with the sanitation contract manager, Paul Bickford. The police contract has one year remaining.
Alderpersons’ Reports
Raised Vegetable Garden Beds and Protection Fences: Alderperson McNamara suggested the ordinance be changed to 6’6” due to the height of a lot of citizens rather than the 6’ height we currently state in the Bill. Everyone agreed.

UNFINISHED BUSINESS

NEW BUSINESS
BILL NO. 0496 – AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR AND THE CITY CLERK OF THE CITY OF CLARKSON VALLEY TO EXECUTE A MUNICIPAL COURT SERVICES AGREEMENT BETWEEN THE CITY OF CLARKSON VALLEY, ST. LOUIS COUNTY, MISSOURI AND THE CITY OF CHESTERFIELD, ST. LOUIS COUNTY, MISSOURI.
A motion was made by Alderperson Schiller to discuss and pass Bill No. 0496. Alderperson Midyett seconded the motion. The City Clerk read Bill No. 0496 for the first time. There was no discussion other than as stated last month this contract contains a CPI increase of $17.50. The City Clerk read Bill No. 0496 a second time. A roll call vote was taken with the following results. Ayes: Blanner, McNamara, Meyer, Midyett, Schultz and Schiller. There were no Nays. Mayor Douglass declared Bill No. 0496 as having passed and is now Ordinance No. 21-01.
Bill No. 0497 – Raised Vegetable Garden Beds and Protection Fences: Alderperson Blanner made a motion to discuss and pass Bill No. 0497, seconded by Alderperson McNamara. Alderperson McNamara then made a motion to amend Bill No. 0497 to change the height restriction from 6’ to 6’6”, seconded by Alderperson Schiller. A roll call vote was taken with the following results. Ayes: Blanner, McNamara, Meyer, Midyett, Schultz and Schiller. There were no Nays. Mayor Douglass declared the amendment to Bill No. 0497 as having passed.
Alderperson Schiller mentioned Mr. Adair’s original garden from the summer of 2020 which is what generated the discussion for passing this code. The size stated on Mr. Adair’s Board of Adjustment request was 160 square feet. She referred to the 500 square feet mentioned in this Bill asking if that might be too big? Alderperson Blanner agreed. Discussion ensued with various sizes mentioned. The final size mentioned was 200 square feet.
There was further discussion from the City Attorney reminding the Board that the ordinance deals with fences and the bed size is not an issue; and further discussion whether one citizen’s opinion should be entertained as this pertains to the city as a whole, at which point Alderperson McNamara made a motion to table the discussion. That motion was seconded by Alderperson Schiller. A voice vote was taken with a unanimous affirmative result and the motion was declared passed to table until next month.
Audit: Alderperson Schultz made a motion to approve payment of invoices in the amount of $62,448.06, seconded by Alderperson Meyer. A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed.
