_____________________________________________________________________________________

The virtually-held meeting was called to order at 6:30 p.m.  It was duly noted that in an attempt to be as open and transparent as possible, the September 23, 2021 Special Meeting of the Board of Aldermen was made available to all citizens with Notice Published in the West Newsmagazine per RSMo.

The meeting opened with the Pledge of Allegiance.

A roll call for the meeting was taken with the following result:

PRESENT                                            Ward

Mayor Scott Douglass

Alderperson Jim Meyer                                   Ward 1

Alderperson Sue McNamara                            Ward 1

Alderperson Honora Schiller                           Ward 2               Alderperson Julie Blanner

Alderperson Scott Schultz                                Ward 3             Alderperson Lin Midyett

Also in Attendance:  City Clerk: Michele McMahon

Mayor Douglass explained that this being the odd year, all homes in St. Louis County go through reassessment. He said 20,000 out of 400,000 homes contested their assessed valuation this year.  Normally Clarkson Valley receives the assessed valuation figures for real estate from St. Louis County in July; but this year both the County and the Board of Equalization’s figures from contested real estate values did not come in until September 15th.   Those combined amounts then go to the Missouri State Auditor’s office whereupon they calculate the amounts we are able to charge for residential real estate.

BILL NO. 0506 – AN ORDINANCE AMENDING THE TAX RATE ESTABLISHED IN ORDINANCE 21-09 LEVYING AND ESTABLISHING THE ANNUAL RATE OF TAXES ON ALL REAL ESTATE AND PERSONAL PROPERTY IN THE CITY OF CLARKSON VALLEY.

A motion was made by Alderperson McNamara to discuss and pass Bill No. 0506.  Alderperson Schiller seconded the motion.  The City Clerk read Bill No. 0506 for the first time.  There was no discussion.  Mayor Douglass read Bill No. 0506 the second time.  A roll call vote was taken, with the following results.  Ayes:  McNamara, Meyer, Midyett, Schiller and Schultz.  There were no Nays.  Whereby, Mayor Douglass declared Bill No. 0506 as having passed and is now Ordinance No. 21-09.

Alderperson Meyer made a motion to adjourn the virtually-held Special Meeting of the Board of Aldermen, seconded by Alderperson Schiller.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 4:15 p.m.

Scott Douglass, Mayor

ATTEST:  Michele McMahon, City Clerk
