RECORD OF PROCEEDING

A Special Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), September 26, 2023.

The in-person and virtually held meeting was called to order at 4:30 p.m. A roll call was taken with the following result:

A motion was made by Alderman Schweig to approve the Agenda as presented, seconded by Alderman Schiller. A voice vote was taken to approve the Agenda as presented with a unanimous affirmative result.

Mayor McNamara reported there will be a Public Hearing at 4:45 to hear from any citizens regarding the 2023-2024 tax rates being proposed.

Trustees Meeting: Mayor McNamara reported she offered two meeting dates towards the end of October, and she will let the Aldermen know as soon as a date is confirmed. She expressed her wishes that all Aldermen can attend this meeting which will be held at Forest Hills. We will offer a few snacks and a cash bar, making it a more casual event. The City will pay for the snacks.

Six Missing Police Enforcement Agreements: Mayor McNamara mentioned six subdivisions that have not turned in their Agreements and expressed that the Aldermen call them to remind them that they need to get this in. Alderman Schiller mentioned the email she sent to Mayor McNamara stating she feels it is better if the City Administrator/City Clerk sends these notices to which Mayor McNamara said yes, she can do it, but she would like to see more interaction with you as a Ward Representative. To which Alderman Schiller said if the people in her Ward call with concerns, she’ll listen. Alderman MacDonald said that regarding the Police Enforcement Agreement, he is going the remind the Trustees that they have it and that he’s available to answer any questions. Alderman Schweig said the only missing Agreement from his Ward was Kehrs Mill Glen and he left a message on Mike Rallo’s voicemail.

 PUBLIC HEARING

Setting Tax Rate 2023-2024: City Administrator, Michele McMahon, read the Notice of Public Hearing. A Public Hearing will be held at 4:30 p.m., on Tuesday, September 26, 2023, at the Clarkson Executive Center, 15933 Clayton Road, and virtually at which time citizens may be heard regarding the property tax rate proposed by the City of Clarkson Valley, Missouri. The tax rate is set annually to produce revenue as per the approved budget — fiscal year beginning July 1, 2023

Mayor McNamara said Clarkson Valley receives the assessed valuation figures for real estate from St. Louis County in mid-September and that is the reason we call a special meeting to pass this ordinance. Once these values come to us, we send them to the Missouri State Auditor’s office whereupon they calculate the amounts we can charge for residential, commercial, and agricultural real estate and personal property. She also stated that, as you are aware, there is no latitude to do anything differently without going to the voters. Since we set the Budget in July and the final assessment values were not released until last week, between Real Estate and Property Tax the Budget will end up approximately $11,000 over budget.

The Public Hearing closed at 4:32 p.m.

BILL NO. 0534 – AN ORDINANCE AMENDING THE TAX RATE ESTABLISHED IN ORDINANCE 23-15 LEVYING AND ESTABLISHING THE ANNUAL RATE OF TAXES ON ALL REAL ESTATE AND PERSONAL PROPERTY IN THE CITY OF CLARKSON VALLEY.

A motion was made by Alderman Low to discuss and pass Bill No. 0534. Alderman Schiller seconded the motion. The City Administrator read Bill No. 0534 for the first time. There was no discussion. The City Administrator read Bill No. 0534 the second time. A roll call vote was taken, with the following results. Ayes: Low, MacDonald. Schiller, and Schweig. There were no Nays. Whereby, Mayor McNamara declared Bill No. 0534 as having passed and is now Ordinance No. 23-15.

RESOLUTION NO. 23-11 – RESOLUTION OF THE BOARD OF ALDERMEN OF THE CITY OF CLARKSON VALLEY APPROVING THE PAYMENT OF AMERICAN RESCUE PLAN ACT (“ARPA”) FUNDS TO THE HOMEOWNERS ASSOCIATION OF THE MANOR AT CLARKSON VALLEY (“THE MANORS”).

A motion to discuss and pass Resolution No. 23-11 was made by Alderman Schweig and seconded by Alderman MacDonald. The City Clerk read the Resolution. There was no discussion. A voice vote was taken to approve Resolution No. 23-11 with a vote of three ayes and one abstention; the motion to approve Resolution No. 23-11 was declared passed.

Alderperson Schweig made a motion to adjourn the Special Meeting of the Board of Aldermen, seconded by Alderperson Schiller. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. The Meeting of the Board of Aldermen adjourned at 4:45 p.m.
