Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), January 2, 2018.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schultz made a motion to accept the Minutes from the December 5th meeting.  Alderperson Midyett seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.   

REMARKS, PETITIONS AND COMPLAINTS 

Mr. Jerry Claycomb, a resident of Forest Hills Club Estates, introduced himself and his wife, Jill.  He showed two samples of the netting he uses on his property to protect his trees from the deer.  There will be further discussion on this issue later in the meeting. 

REPORTS

Chesterfield Police Report   

Captain Thompson gave the December Police Report.  He stated the police will begin wearing body cameras in early February.   

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of December 2017 was $7,120.50. 

Deer Netting:  Mayor Douglass thanked Mr. Cox and Mr. and Mrs. Claycomb for their gracious reaction to the letters we sent.    

Boundary Commission:  Mayor Douglass mentioned the deadline is approaching for submitting a five-year plan to the Boundary Commission.  He reminded the Board that he last asked the cities of Chesterfield and Wildwood to consider us on their plan in case of disincorporation and that Wildwood included us on theirs.  He said he would verify that we must do this again and asked the Alderpersons to think about which city or cities we would like to incorporate into – if that’s what we would ever choose to do. 

Legislative Reception – Sheraton Westport:  Mayor Douglass mentioned he will attend the session Thursday, January 11 and mentioned names of the Alderpersons who attended the event in the past.  He said this is a chance to meet informally with Senators and Representatives to discuss issues of local importance as the legislative session gets underway.  He asked the Alderpersons to please contact the City Clerk to reserve if they were interested in attending.

NEW BUSINESS 

Deer Protection Netting:  Mayor Douglass said he cannot see how the City would want to regulate these and Alderperson King said he is not sure the City needs to.  He said the netting is so discreet and he encourages our residents to continue using these inconspicuous materials to protect their trees and bushes.  It was decided through discussion however, we will consider an ordinance at next month’s meeting.  With input from Mr. Cox and Mr. and Mrs. Claycomb regarding the dates this netting is allowed, it was decided the following verbiage with applicable dates would be introduced for consideration at next month’s meeting:  Temporary barriers may be erected during the time period of September 1st through February 28th to coincide with the white-tail deer “rut”.  The barrier may be comprised of plastic or nylon netting material supported with temporary-type posts.  The netting material and posts shall be removed by February 28th. 

There was additional discussion of the deer problem in general and it was decided in future Clarkson Valley Living articles, the City would publicize a few stories to encourage hunting and to get more people to host these hunts.  

BILL NO. 0470 – AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF CLARKSON VALLEY, MISSOURI, IN TITLE II: PUBLIC HEALTH, SAFETY AND WELFARE, CHAPTER 225: SOLID WASTE MANAGEMENT. 

A motion was made by Alderperson Schiller to discuss and pass Bill No. 0470 which allows waste containers to be placed curbside at 4:00 p.m. opposed to 5:00 p.m. on Sunday.  Alderperson Midyett seconded the motion.  Mayor Douglass read Bill No. 0470 for the first time.  Alderperson Schultz commented he was not in favor of leniency and would like us to be vigilant in enforcing this.  Mayor Douglass read Bill No. 0470 the second time.  A roll call vote was taken, with the following results.  Ayes: King, Midyett, Schiller, Schultz and Setnicka.  There were no Nays.  Whereby, Mayor Douglass declared Bill No. 0470 as having passed and is now Ordinance No. 18-01. 

Audit:  Alderperson Schiller made a motion to approve payment of invoices in the amount of $63,824.56, seconded by Alderperson Schultz.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed. 

Alderperson King made a motion to adjourn, seconded by Alderperson Schiller.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The meeting adjourned at 8:35 p.m.
