Meeting of the Board of Aldermen of the City of Clarkson Valley, February 7, 2023

The meeting opened with the Pledge of Allegiance.

A roll call for the meeting was taken with the following result:

The City Attorney, Patrick Butler, was unable to attend.

Alderperson Meyer made a motion to accept the December 2022 Minutes.  Alderperson Midyett seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.

REMARKS, PETITIONS AND COMPLAINTS

Mr. Gregory Haug said he is a former police officer and a business owner and has been active thirty years in community service.  He said he is here tonight to introduce himself and to say he is running for Monarch Fire Director in the April 4 election.

Mr. Jim Bowlin introduced himself although many were aware he currently serves at Wildwood’s mayor and is the Republican candidate for District 15 for State Senate.  He told  those present he has a law degree and built a small business from the ground up to provide insurance to physicians at low costs.  He said if elected, his key issues will be to protect our families, preserve the second amendment and the unborn, rebuild our economy and fight for world class education.

REPORTS

Chesterfield Police Report 

Lt. Connelly gave the January Police Report.

Mayor’s Report

Court Report:  Mayor Douglass said the amount received in January 2023 for court receipts was $3,345.40.

Recodification:  Mayor Douglass said we made a major dent in the recodification process and he’s hoping to finish by next month.

City Attorney Report:

The City Attorney, Patrick Butler, reported the City was all good.

UNFINISHED BUSINESS

BILL NO. 0520 – AN ORDINANCE AMENDING CHAPTER 205: ANIMALS AND FOWL BY CHANGING THE DEFINITION OF DOMESTICATED ANIMALS.  

A motion was made by Alderperson Schiller and seconded by Alderperson Blanner to discuss and pass Bill No. 0520.  Mayor Douglass read Bill No. 0520 for the first time.  Patrick Butler said there was text that should have been deleted from this Bill, specifically four animals mentioned in 205.050:  chicken, goose, duck, turkey.  There was a brief discussion to the question raised; if we are regulating chickens, do we have to address turkeys, geese and ducks but in the end, it was decided to remove all four types of birds.  Alderperson Meyer made a motion, seconded by Alderperson Blanner, to delete those four birds from Bill 0520.  A roll call vote was taken with the following result:  Ayes:  Blanner, Bogosian, Meyer, Midyett, and Schiller. There were no nays.

Further attention was called to the Definition of Domesticated Animals in Section 205.060 and asked if the Board is removing “chickens” from the definition, should we also remove “ferrets, rabbits, gerbils”?  After further discussion, Alderperson Meyer made a motion to remove the entire sentence listing all the animals considered “domesticated”.  The motion was seconded by Alderperson Midyett.  A roll call vote was taken with the following result:  Ayes:  Blanner, Bogosian, Meyer, Midyett, and Schiller. There were no nays.

Mayor Douglass read Bill No. 0520, as amended, for the second time and with a motion on the floor to discuss and pass, called for the vote.  A roll call vote was taken, with the following results.  Ayes:  Blanner, Bogosian, Meyer, Midyett, and Schiller. There were no nays.  Whereby, Mayor Douglass declared Bill No. 0520 as having passed and is now Ordinance No. 23-01.

Investment Policy:  Alderperson Bogosian thanked the members of the Banking and Investment Committee for the work they did to formulate their recommendation being made tonight.  The Members consisted of Gregg Bogosian as Chairperson, Mayor Scott Douglass, Board President Lin Midyett, and Board Member Julie Blanner.  The Committee compiled information from five St. Louis banks:  Carrollton Bank, which is our current bank), US Bank, Central Bank, CNB Bank, and Bank of America.  Information gathered included how the funds were insured, interest rates and fees on checking accounts, Certificates of Deposit, and Treasury Notes.  He went on to say the Committee proposes moving Clarkson Valley’s bank accounts to Central Bank and said they had the highest interest rates and the lowest fees.  They also have a team of Charted Financial Analysts to manage our portfolio and advise us.  Alderperson Bogosian then entertained questions to which City Attorney, Patrick Butler asked a few.  It was then asked of the city attorney why these questions weren’t posed during these past four months of discussion.  Mayor Douglass commended this committee and said they operated the way a committee should, and we ended up with a good proposal.  He further explained that these proposals comply with the bid request and meet the requirements as stated on the spreadsheet supplied to the Committee.

Alderperson Bogosian made a motion to approve the recommendation of the Banking and Investment Committee to move Clarkson Valley’s bank account to Central Bank, seconded by Alderperson Meyer.  A roll call vote was taken, with the following results.  Ayes:  Blanner, Bogosian, Meyer, Midyett, and Schiller. There were no nays.  Whereby, Mayor Douglass declared the committee’s recommendation to move the account to Central Bank was approved.

NEW BUSINESS 

ARPA Committee Report:  Committee Chair, Alderperson Midyett, stated the City Attorney drafted a potential applicant letter and an ARPA application form and that the committee hoped they would have a recommendation for tonight’s meeting, but they did not receive Patrick Butler’s recommendation until Saturday.  The letters will be mailed to potential Clarkson Valley Applicants, e.g., Subdivision Trustee Presidents, but will also be available online or at City Hall for the sake of convenience.

Once the City is in receipt of the application and if said application is deemed complete, it will be added to the next meeting agenda for review and possible approval.  Each approved application will be deemed “obligated” for a period of 90 days. If that deadline cannot be met, the Applicant will re-appear before the Board of Aldermen to request an extension, which could result in rescinding the project.

ARPA funds will be released by the City to the Applicant only after completing the proposed project and receiving partial or full lien waivers for all applicable work and materials.

Approximately 180 days before 12/31/2024 when funds must be obligated or returned to the Federal Treasury, the remaining funds will be reviewed to determine if any unused funds will be offered to Marquette High School or Crestview Middle School for potential projects at the schools.  Other options can and will be considered as well.  Alderperson Midyett concluded by saying the committee will have everything ready for consideration and approval by the March Board Meeting.

Audit:  Alderperson Meyer made a motion to approve payment of invoices in the amount of $75,092.49 seconded by Alderperson Schiller.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed.

Alderperson Meyer made a motion to adjourn, seconded by Alderperson Midyett.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Regular Meeting of the Board of Aldermen adjourned at 7:05 p.m.
