Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), February 7, 2017.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson Schultz made a motion to accept the Minutes from the January 3rd meeting.  Alderperson Meyer seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.   

REMARKS, PETITIONS AND COMPLAINTS 

Mayor Scott Douglass introduced Mr. Kent Harrell, Waste Management Director of Area Collections Operations, and thanked him and his team for joining us this evening.  Mr. Harrell stated they have serviced the City 6 months.  He apologized they had issues and were attending this meeting to convey they are addressing these matters which mostly involved billing – particularly yard waste.  He said they are committed to getting it right and explained the three-pronged approach they will take which includes sending a letter to the residents.   

REPORTS 

St. Louis County Police Report:  Officer Wehner reported on the January 2017 Activity in the City.   

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of January 2017 was $7,768.00.

Meeting with Court Administrator:  Mayor Douglass reported that he met with the Susan Prichard and went through the latest court rules.  He said our court is in compliance. 

Missouri American Water – DCU’s:  Mayor Douglass said the Alderpersons should have received packets explaining the Data Collection Units that will automatically read the water meters from our homes.  He stated he met with the Kehrs Mill Trails subdivision trustees and gave them the information regarding the properties they will locate the receptors.  The project engineer will get in touch with the affected homeowners.   

Entrance Monuments at Kehrs Mill Trails:  Mayor Douglass explained that while meeting with the subdivision trustees, they shared information regarding plans for two entrance monuments for their subdivision.  He will give the site plan to our Building Commissioner to ensure they meet the site triangle requirements.  

Meeting with Waste Management:  Mayor Douglass stated that he and the city clerk met this week with Waste Management officials. 

Alderpersons’ Reports 

Drone Ordinance:  Alderperson Setnicka stated that last month Mayor Douglass asked her to look into the drone ordinance with the question, “Should we regulate them?”  She researched the ordinance Wildwood passed versus what the State covers with its passage and found they are identical with the exception Wildwood passed that drones cannot fly closer than 25′ to a house or person.  Both deal with drones weighing 55 lbs. or under.  She said most drones are very light – under 1 lb but she did find one that weighed 3 lbs and one almost 10 lbs.  Alderperson Schultz, who is also serving on this committee, stated perhaps the City should consider regulations on toy drones.  Alderperson Setnicka said the use of cameras mounted on drones is covered by the State’s statute.  All the regulations she researched, (which also include the Federal) state drones cannot fly within 100′ of an airport.  She concluded by saying she and Alderperson Schultz will research further and report next month. 

Deer Harvest Report:  Alderperson Meyer reported the hunting season ended with a total of 30 deer harvest.   

City Attorney’s Report 

There was no report.   

NEW BUSINESS 

There was no new business.   

UNFINISHED BUSINESS 

Audit:  Alderperson Schiller made a motion to approve payment of invoices in the amount of $66,146.80, seconded by Alderperson Midyett.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed. 

Alderperson Schultz made a motion to enter a closed hearing at the conclusion of business of the regular meeting of the Board of Aldermen.  This is to discuss legal ramifications as per RSMo 610.(1) and personnel as set out in RSMo 610.(3).  The motion was seconded by Alderperson Meyer.  A voice vote was taken to adjourn with a unanimous affirmative result and the motion was declared passed. 

Upon conclusion of the closed hearing, Alderperson Meyer made a motion to adjourn, seconded by Alderperson Schultz.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:25 p.m.
