Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), January 3, 2017.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

City Clerk: Michele McMahon  

Alderperson Schultz made a motion to accept the Minutes from the December 6th meeting.  Alderperson Meyer seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.   

REMARKS, PETITIONS AND COMPLAINTS 

There were no remarks, petitions or complaints.   

REPORTS 

St. Louis County Police Report:  Officer Wehner reported on the December 2016 Activity in the City.   

Mayor’s Report 

Court Report:  The total amount collected for traffic fines and court costs for the month of December 2016 was $5,684.00.  

Meeting with Waste Management:  Mayor Douglass reported that another meeting was held with Waste Management on December 29th.  We addressed some of the issues we are having and discussed the contract which has yet to be executed by us.  Regarding the missed trash pickups, they had issues with their driver who has been disciplined and retrained.  As for the billing problems, they had no real answers other than to say they are changing supervisors in Chicago hopefully by the 2nd week in January.  Mayor Douglass mentioned the ability along with the threat that we will enact the measure in the contract for charging $50 per miss if not picked up within 24 hours.  Waste Management said they will follow up with Mayor Douglass sometime during the 2nd week in January. 

Most of the Alderpersons stated they’ve also received an unusual amount of phone calls from residents; particularly regarding billing issues.  One Alderperson stated the change from Meridian to Waste Management has been a disappointment and they wouldn’t mind sending Kent Harrell an invitation to come talk to us. 

New Court Rules:  Mayor Douglass read the letter he planned to send to Judge Porter stating his opposition to the court ruling requiring the bailiff to wear a sports coat opposed to a uniform.  Alderperson Meyer asked Sgt. Molden how other courts are dealing with this.  His response was St. Louis County’s divisional court bailiffs would not be in uniform but the other officers would be in uniform.  He said the bailiff can be badged and armed when wearing a sports or suit jacket. 

Court Ruling Regarding Prosecuting Attorney:  Mayor Douglass explained the prosecuting attorney can no longer be linked to the court and instead, must be considered as part of the police.  He further explained we thought it best to change our Budget to reflect this change, along with office supplies that might be used in conjunction with the prosecuting attorney’s office.   

Alderpersons’ Reports 

Forest Hills Road Work:  Alderperson Schultz stated the trustees made a decision to delay construction work on the south entrance pavement until this spring when we have warmer weather.   

Deer Harvest Report:  Alderperson Meyer said, judging from the statistics, it’s safe to be a deer in Clarkson Valley this season as it appears there were fewer deer harvested this year than in previous years.  The season ends the 15th of this month. 

More Trash Talk:  Alderperson King fanned out copies of letters that were sent to residents in his ward and said all but one regarded trash in some respect.  He said this is the fourth council meeting in a row whereby trash problems were discussed.  His vote would be to request an appearance to the person who promised us a smooth transition – Kent Harrell.  After further discussion with most Alderpersons weighing in, it was agreed that we would send Kent Harrell an invitation to come to our Board Meeting to discuss this. 

Clarkson Road Shoulder Issue:  Alderperson Setnicka mentioned there is a piece of asphalt extending into the transitioning lane from Clarkson Road as you egress both entrances of Forest Hills.  Mayor Douglass said he would call MoDOT about this. 

Probable Leak from Mechanical Arm on Trash Truck:  Alderperson Schiller mentioned a probable leak from the Waste Management truck, stating there were puddles of a pinkish-oily substance directly in front of the three trash cans at the three houses in her cul-de-sac surmising that it probably came from the mechanical lifting arm on the trash truck.  Mayor Douglass stated we would report this to Waste Management. 

City Attorney’s Report 

Mayor Douglass reported that due to weather conditions, Patrick Butler’s flight was cancelled, currently detained in Chicago and unable to attend this evening’s meeting. 

NEW BUSINESS 

Amending Budget:  Alderperson King made a motion to amend the 2016-2017 Budget to reflect the changes that prosecuting attorneys no longer be considered as part of the court but rather considered linked to the police, seconded by Alderperson Schultz.  A voice vote was taken to approve the motion with a unanimous affirmative result and the motion was declared passed. 

UNFINISHED BUSINESS 

Audit:  Alderperson King made a motion to approve payment of invoices in the amount of $66,399.66, seconded by Alderperson Midyett.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed. 

Alderperson Meyer made a motion to adjourn, seconded by Alderperson Meyer.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Meeting of the Board of Aldermen adjourned at 8:12 p.m.
