Meeting of the Board of Aldermen of the City of Clarkson Valley, May 3, 2022

The meeting opened with the Pledge of Allegiance.

A roll call for the meeting was taken with the following result:

Alderpersons Midyett and Bogosian were both sworn-in and they received congratulations and appreciation from all.

Alderperson Meyer made a motion to accept the April 2022 Minutes.  Alderperson Schiller seconded the motion.  A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.

REMARKS, PETITIONS AND COMPLAINTS

There were no remarks, petitions, or complaints.

REPORTS

Chesterfield Police Report 

Lt. Connelly gave the April Police Report and said the Drug Take Back Event was successful and well-attended.  They collected over 50 lbs. of drugs from our location.

Mayor’s Report

Court Report:  Mayor Douglass said the amount received in April 2022 for court receipts was $2,159.18.

Partnering with Either MoDOT or St. Louis County Highway:  Mayor Douglass said he spoke with people at the St. Louis County Highway Department and just like the rest of the County, they are having trouble putting together plans that would work with a limited staff issue.

Subdivision Cameras – ALPRs (Automated License Plate Reader):  Mayor Douglass reported that he and Alderperson Midyett met with a representative from Flock cameras and found it would cost $2,300 per camera; but there is an additional fee of $2,300 annually per camera.  Mayor Douglass said Forest Hills Club Estates has two Westinghouse cameras and he will get more information on these this month.  He concluded by saying he was considering asking the subdivision trustees their opinion on these at the annual Trustee Sharing of Information Meeting.

Code Enforcement Officer:  Mayor Douglass asked the Alderpersons if they would like for the city to be pro-active or to work on complaint-only when it comes to utilizing the services of a code enforcement officer.  He said the City Clerk wrote 179 nuisance letters the previous year all received from complaints, in addition to investigating complaints that were found to be in compliance with our codes.  If it took two hours to review each of these at $25 per hour, that would equate to $15,000 annually.  Whichever code enforcement officer we hired or contracted with; they would have to understand the ordinances.  He mentioned the City of Winchester contracts with the City of Ballwin.  Further mentioning that if we asked the City of Chesterfield to prepare a bid for us, it would be prepared by the Police Department.

Lt. Connelly spoke on the subject saying his team of two full-time officers work under the police direction.  They are issued badges and confer with the prosecuting attorney and city attorney frequently, whenever there are questions surrounding an issue.  He said most complaints come through the computer portal and the complainant has the ability to remain anonymous, further stating that in doing so, they cannot receive a follow-up on the issue.

Alderperson Meyer said he would like to be pro-active initially and become less so as the current issues are brought up to code; then going forward, work by complaint only.  But after further discussion, it was determined we would only work by complaint.

Trustees Sharing of Information Meeting:  Mayor Douglass let everyone know the annual meeting will be held Thursday, May 12 from 7:00 p.m. until 9:00 and the Alderpersons are welcome to attend.  He said he is going to ask the Trustees if they would like to receive a copy of the monthly police report and he will hand out the Snow Removal Reimbursement checks.

Considering a Change of Banks Due to Low Interest:  Mayor Douglass said the current bank went from an annual interest amount of almost $15,000 to $2,750 within the past two years.  We are in the process of interviewing three banks and Alderperson Bogosian was kind enough to agree to serve on this committee.

Alderpersons’ Reports

Westhampton Water Main Upgrade:  Alderperson Midyett mentioned that Westhampton was in the process of getting new water lines installed and work has already begun.

City Attorney’s Report

The City Attorney, Patrick Butler, said it was all good in the City.

UNFINISHED BUSINESS

Request for Solar Speed Sign in Kehrs Mill Estates Subdivision:  Mayor Douglass said we needed one more item to bring this forward and we would discuss the request next month.

Discussion for Bill No. 0513 – Procurement Policy:  Bill No. 0513 was missing the RSMo rule for the requirement of entities to obtain bids for purchases and/or contracts surpassing an amount which changes annually in September.  The current amount according to Missouri’s Revised Statutes is $12,000.  Mayor Douglass said we will add this to the Bill and to next month’s agenda.

NEW BUSINESS

Request for Pyrotechnic Display:  Alderperson Schiller made a motion to allow Forest Hills Club Estates to hold its annual fireworks display this 4th of July.  Alderperson Bogosian seconded the motion.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

Snow Removal:  Alderperson Schiller made a motion to approve the maximum reimbursement amount (or the amount submitted if less than the maximum amount) submitted by each subdivision in the amount of $70,374.36, seconded by Alderperson Bogosian.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.

Audit:  Alderperson Meyer made a motion to approve payment of invoices in the amount of $138,410.66, seconded by Alderperson Schiller.  A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed.

Alderperson Meyer made a motion to adjourn, seconded by Alderperson Midyett.  A voice vote was taken with a unanimous affirmative result and the motion was declared passed.  The Regular Meeting of the Board of Aldermen adjourned at 7:20 p.m.
