Meeting of the Board of Aldermen of the City of Clarkson Valley at City Hall (Clarkson Executive Center), October 4, 2016.

The meeting was called to order at 7:30 p.m. A roll call was taken with the following results:

Alderperson King made a motion to accept the Minutes from the September 6th meeting. Alderperson Schultz seconded the motion. A voice vote was taken to accept the Minutes with an affirmative result and the motion was declared passed.
REMARKS, PETITIONS AND COMPLAINTS
There were no remarks, petitions or complaints.
REPORTS
St. Louis County Police Report: Officer Wehner reported on the September 2016 Activity in the City. Mayor Douglass asked Officer Wehner what the biggest concerns are that he should bring to his meeting with the Cub Scout Den next week. The Officer responded that larceny and leaving cars unlocked in the driveways for criminals to steal belongings were our biggest concern.
Mayor’s Report
Court Report: The total amount collected for traffic fines and court costs for the month of September 2016 was $7,791.50.
Revenue and Expense Report: Mayor Douglass brought everyone’s attention to the Revenue and Expense Report and there was some discussion regarding the revenue for the month.
Coffee with the Mayor: Mayor Douglass reported on the September 22nd “Coffee” saying approximately twenty-five people attended. Officer Grobelny did a good job answering the questions. Alderperson Schiller said the people were very interested.
Meeting with Waste Management: Mayor Douglass reported he and the City Clerk met with Waste Management this morning to address some of the issues we are having with them – particularly their customer service department which is based out of Chicago. He explained some of the issues our residents are dealing with; particularly yard waste billing. Depending on which representative our residents speak with, you are liable to receive that many different answers. Waste Management originally requested this meeting for us to make minor changes to the contract. Mayor Douglass advised Waste Management these changes will not be entertained until the issues raised in the meeting are straightened. We should receive a time frame for when we can anticipate these changes.
Alderperson Meyer stated that on September 26th, at 10:00 in his subdivision, he noticed recycling being picked up by the same truck along with the trash. Mayor Douglass stated we will ask them about this.
Alderpersons’ Reports
Drug Take-Back: Alderperson Meyer informed everyone, the next Drug Take-Back would be held Saturday, October 22 from 10:00 a.m. until 2:00 p.m. He asked if the City could send a reminder to the residents a few days before the event.
Trash Cans Visible from Street: Alderperson Schiller stated she was copied on one letter to residents in Clarkson Valley with notification their containers were visible from the street. She asked if more letters are going out because she sees trash cans everywhere. The City Clerk said that all the extra time in a day was being spent on the yard waste billing issues – which began September 19th with this latest debacle. Scott Schultz had approximately thirty copies of letters that went to his constituents, all from a different ward than Alderperson Schiller’s. The City Clerk promised she had lists of addresses and more letters would be forth-coming.
Billing Problem with Waste Management: Alderperson King stated he too, was contacted by people in his ward with billing issues from Waste Management. Concluding with the comment, “the best price does not always mean the best service.”
Creepy Clowns: Alderperson King mentioned his household received three texts in three consecutive days requesting that parents of Rockwood School District students be vigilant and aware of the “creepy clown” threat.

There was no report.
UNFINISHED BUSINESS
Decorative Landscape Walls: A motion was made by Alderperson Meyer to table discussion. The motion to table was seconded by Alderperson King. Alderperson Schiller mentioned she did not care for the word “fully” when discussing encompass. Alderperson Meyer said the transitive verb “encompass”, might be changed for the word “surround”. Making the definition read: DECORATIVE LANDSCAPE WALL — A wall less than twenty-four (24) inches in height from the bottom of the footing that does not support a surcharge; comprised of stone, concrete, wood, man-made wood or other like matter that must either fully encompass surround landscaping or trees; or, if non-encompassing partially-surrounding walls, the total developed maximum linear length shall not exceed twenty (20) feet of yard frontage. A decorative landscape wall cannot be used as a designated property marker and/or other boundary marker.
Mayor Douglass asked the Alderpersons to think about it and to call City Hall if they came up with anything. He then reminded everyone there was a motion to table on the floor. A voice vote was taken to approve the motion with a unanimous affirmative result and the motion was declared passed.
NEW BUSINESS
There was no unfinished business.
Audit: Alderperson Schiller made a motion to approve payment of invoices in the amount of $67,920.66, seconded by Alderperson Meyer. A voice vote was taken to approve the audit with a unanimous affirmative result and the motion was declared passed.
Alderperson Meyer made a motion to adjourn, seconded by Alderperson King. A voice vote was taken with a unanimous affirmative result and the motion was declared passed. The Meeting of the Board of Aldermen adjourned at 8:00 p.m.
